A defined question from the outset
We first establish the procedural context and the questions the report needs to address. The relevant period, available sources and necessary work are identified. The instruction specifies fees, timescales, experts involved and testimony arrangements.

Traceable sources
Records are organised and background information is distinguished from direct observations and interview accounts. A chronology helps explain changes and identify gaps that affect the expert question.

Assessment suited to the purpose
Interviews and instruments are selected according to age, language, individual characteristics and the question under review. Assessment conditions are explained, and the validity and limitations of findings are considered.

Reasoning and alternative explanations
Findings are integrated. The report explains the evidence supporting each conclusion, alternative hypotheses considered and matters that cannot be resolved using the available information.

A report that can be explained
The report separates the questions, sources, methods, results, discussion and conclusions. Where included in the instruction, testimony is prepared to explain the reasoning and address questions from the parties and the court.
